Clay received his J.D. from Louisiana State University Law School in 1978 and his B.A. from the University of Southwestern Louisiana in 1974. He has been employed in the energy business since 1979, working in various capacities for Union Texas Petroleum; Mitchell Energy Corporation; Tennessee Gas Pipeline Company, a Division of Tenneco Inc. and El Paso Corporation where he served as Associate General Counsel, overseeing a staff that, among other things, managed the legal issues of right-of-way acquisition for the construction, operation and maintenance of natural gas pipelines. Since 2003, he has been a solo practitioner. Clay is licensed to practice law in Louisiana and Texas.
